Great to see community groups getting together to ensure the best of our city.

Over 2 years the council has repeatedly not answered the questions and hides behind hidden document secret meetings.

Chapter Three: W.A. Inc.: Why Didn’t We Hear The Alarm Bells?

Premier is quoted as it smells like WA Inc., when further questioned, doesn’t deny but give a “no comment”
That tells story’s by its self.
I wonder if they would risk moving a government department to a place where there is such controversy and community concerns.

They have a government election around the corner supporting a council led project that has potential blow MILLIONS of $$$$$$$$ of rate payers, money??

Why does the Mayor push so hard for the Sirona deal to go through surely if they come to Freo anywhere is a bonus???

What does the Fremantles Mayor Brad Pettitt have to gain driving this one deal, that risks so much of Fremantles financial future??
Is it just ego?
We have seen a past mayor call it lunacy.
A sitting Premier compare it with WA Inc.
Two financial specialists working in in big business question the basic business financial soundness of the citys Business Plan.

All this and the Brad train just blunders on clearly he could not care less about about public concerns the very people they was swore to represent.

When questions are raised on the Mayors blog it been claimed edits or deletes them, bloggers have to post to other sites, only then it seems the Mayor will post the questions, while never answering whats asked but spinning to another angle. I have had similar issues in the past myself, others now coming out with the same claims. Its why i stopped reading it, just another promo blog.

Once recognized as Western Australia’s thriving, cosmopolitan second city, many of Fremantle’s retailers and small business owners have been struggling to stay afloat in recent years but the winds of change are in the air.

The first issue is what took Freo to the brink in the 1st place? Is it back, I don’t think so?

The so called anti-development did not drive out all the businesses and cause all the “For Lease” signs across the city. Protecting heritage is essential as its one of the things that makes Freo unique.

The loss of many key Fremantle icons and draw cards are at the heart of what killed Freo, or is still killing it.

To say not building a new office block or apartment is killing the city is not true, if it was then many old historical cities would have died off instead they thrive. Taking what they have, working with, protecting it, maintaining it and using them to drive their cities forward.

If Freo can make the top 10 places on Lonely Planet to visit it wasn’t talking about new hi-rises, or the Mayors drive for development at any cost, as most of the new stuff we see going up is pretty tacky. Of course there is some great stuff coming online as well.

Freo’s real decline is seen in the loss of places like Myers, the Dockers, the deal for oval has just inept, the decline of places like Fly by Night.

How many of these types of business, has the council seen go under in its time?

Then there is Freo’s shocking reputation for parking and its councils anti-car policies it’s driving constantly.

Freo’s even worse reputation for anti-social issues. Business and locals have been complaining about this for years its only just recently the council has woken from their slumber on this issue, of course we have the likes of wainwrights and his socialist buddies, who seem more worried about the druggies, vagrants, anti-social drunken crew, the vulgar language etc, etc. Than he is on the ones who pay the rates to fund the cities, councilor driven ideology, oh and pay the fees, that puts in his pocket. Of course it’s all the state governments fault not the city’s councilors and Mayor who have made these issues worse. Amazing how the Mayor of Perth clean up these issues in Perth, yet our Mayor and councillors laid out the carpet for it now they are trying to pull it back. 1-step forward, 2 steps back.

The Mayor Brad Pettitts drive for bigger and bigger booze events and venues where in some cases he gives away the space to the operator for free, letting local rate payers foot the bill the repair bills. Of course the bigger the booze event the more anti-social problems?

To show the hypocrisy the councils wants to have some sort of drive for stamping out domestic violence, yet on the other continues to drive bigger and bigger booze based events and business, it’s just laughable, you will see Wainwright talk about all these issues but vote for a massive booze sponsored event on south beach.

2nd worse place in Australia for coverage of concrete and bitumen in a city, our councils lust for pouring concrete into our parks.

The cities lack of focus on basic maintenance our town hall on the verge of ruin if basic gutter and rood repairs are not done.

Hi-rise development for offices and apartments are not what makes a city great, of course I don’t expect anyone profiting of this to agree as its their pockets the money flows too. As long as its all honest and above board nothing wrong with that but don’t kid yourself that a developer has the best interest  of the city at heart, that’s like thinking a mining company has best interest of the environment in their mind 1st and fore most. No its about $$$$ the bottom line.

Another piece of journalism written with COF issued blinkers, I wonder if the Mayor gets to proof read these before they go to press?

The picture in the piece is one of the Mayors white elephants, the Kings Square Business Plan and issue that has been questioned in parliament and a minister responsible refuses to even give it due scrutiny. Google this and list of questions is endless, a project that could cost the Fremantle rate payers over $30,000,000.00

People investing like to see a steady reliable record of operation before investing in a location, the back flipping policies and style of council hardly sends that message.

The last survey report of the rate payers in Fremantle shows a city at its lowest point in history. the reputation it has for graffiti is shocking.

The recent election show’s them having their lowest vote turn out in history and more than 54% of the votes cast in the election for non sitting councillors, a clear majority that voted aren’t happy with the current direction.

All these issues are what’s killing freo, building a few new offices isn’t going to fix these problems. It would be great if it could.

Fremantle council has been driving our fair our city into the ground for years.

A mixture of poor decisions, miss management, poor policy and actively ignoring policies they have, just sees Freo go from bad to worse, driving up or encouraging anti-social behaviour.

Fremantle councillors removing residents from Arthur’s Head started the areas decline some years ago and was just the start,

  • they have encouraged grafitti
  • they have attracted drug and alcohol abuse in Arthur’s Head area, by it poor decisions and mismanagement.
  • they have encouraged or attracted vagrancy to Fremantle
  • they have encouraged the homeless to sleep in and around the CBD.
  • Poor Maintanance around the city of its assets helping to give Fremantle its run down look.
  • Deactivating Kings Square.
  • they have driven out shoppers from fremantle with these issues mentioned above and their anti-car policies.
  • As they have driven out the shoppers, business after business has closed

Fremantle’s Anti-Social Issues

Their pro graffiti policy just drives vandalism across the board, most suburbs have  this issue but councils policy of judging whether it has artist merit goes against common sense and the state law.

Designing out Crime is a crime prevention strategy which aims to reduce opportunities for crime through the design and management of the built and landscaped environment.

It is also known as CPTED (pronounced ‘sep-ted’), which is an acronym for Crime Prevention Through Environmental Design.   It is based on the theory that “the proper design and effective use of the built environment can lead to a reduction in the fear and incidence of crime, and an improvement in the quality of life”.

The police warned them this would increase grafitti and with it, comes other crime. No crystal ball needed there.

ART VANDALISM AT HISTORIC ARTHUR HEAD

Going against their own alcohol policy by approving the new new booze barn business @ J-shed, which will destroy Arthur’s Head, the round house and the impact of all this anti-social behaviour will wreck bathers beach, with as we have seen in the herald, drunks and druggies, crapping on the beach, used condoms, needles, crack pipes, the violence that follows. We have already seen several murders, drug over-doses deaths in Fremantle as well.

Fremantle council is actively killing the family friendly environment as they attract more and more substance abuse and anti-social issues.

The lack of proper surveillance by councils actions, in the West End has just fuelled, anti-social behaviour, public drunkenness, drug use, vandalism, public defecation,  slowly destroying the environment around Western Australia’s 1st and most prominent building.

The eyes on the street van seems to spend most of its time at night parked out in front of council chambers, or least any evening i have walked or driven by.

God knows what tourist must think going to Arthurs Head and seeing the location of WA oldest building so mismanaged, dirty toilets, overflowing bins, broken bottles and booze containers littering the area, human excrement, used condoms, used syringes, grafitti, vandalism, businesses having to wait for the drunks and drug effected to leave the doorways so they can open up.

What pile of crap is the Fremantle Mayor Brad Pettitt is talking now? “The Herald has obtained an email exchange between mayor Brad Pettitt and a ratepayer in which the mayor says staff are so worried about the information falling into the wrong hands they don’t even want it emailed within council.”

My God what do they have to hide if they are keeping secrets from their own councillors or staff, what dodgy deal have been done with this business plan? Or is that they think so lowly of their other councillors and staff that information is not freely flowing. No matter what it tells a story of something to hide.

The sad thing is that the rate payers who are denied access to these secret documents helped  pay for them

A single rate payer asked a couple of simple questions about a year ago of the Fremantle council in regards to their Kings Square Business Plan, till today he has not had those questions answered. Is the mayor claiming that this individual a year earlier started to use these simple  question  to stir trouble in an local election? Please how paranoid can you be?

1st lets ask one simple question evenif he did so what, if the plan is sound and there is nothing to hide then questions would have simply answered, it would not have taken the council 3 months and legal advice to draft the answers for his simple questions. Furthermore I doubt he thought his simple questions would make such a drama, I doubt he even knew who brad pettitt was till drafted the questions? The drama and the fact these questions are still being asked a year after they where 1st raised, begs to question what is our Mayor and council hiding?

This council has gone out of its way to have to deflect questions being answered on this project, its a breath of fresh air for Fremantle to have the opportunity to get a councillor who will ask for true financial due diligence to be brought to the councils handling of asset management and the use of the Reserve fund. Which appears to have become a slush for the mayors personal pet projects. instead of base of positive funds generation to lessen the rate cost burden on the rate payers. I.e. the mayor is blowing the city’s inheritance. No wonder Fremantle has some of the highest yearly rate increase each year in W.A.

We have a FORMER Fremantle Mayor Peter Tagliaferri with more real business savvy more than our current mayor, call the Kings Square Business Plan, “CRAZY”.

KINGS SQUARE DEAL ‘CRAZY’ Tells a story just in the title.

Clearly the Mayor seems to have a strange definition of the word democracy, “Dr Pettitt defends the crowd-funded projects, saying they are an exercise in direct democracy.” As crowd funding can come from anywhere in the world, how is this relevant to how the electors of Fremantle deciding how its rate are spent, with this system not one person in Fremantle is needed to supply money to the crowd funding system before councils funds the 50% of the project So the rate payers will fund 50%  without one vote being cast, only an idiot would think this has any democratic process for the rate payers of Fremantle. Its very big of the Mayor to allow the world to decide how Fremantle rate payers money, I wonder if any other council in Australia has a dumb policies like that?

Furthermore if Mayor cared about democracy then you would think he would allow everyone to view the secret documents he offered a select electorate to view, the individual who was offered showed the character our council and mayor seem to lacks by declining the offer instead suggesting it should be open for all to see. Perhaps the Mayor needs to look at what governance is  about, Good governance is about the processes for making and implementing decisions, looks a like a big fail on the 1st couple of points of good governance, Accountability and Transparency as the Kings Square Business plan can’t have this with the financial justification hidden from public scrutiny.

This reported statement from the Mayor brad pettitt in the Herald needs to brought into close scrutiny  “Dr Pettitt says there are projections in the document related to tenanting a state government department that the council wouldn’t want competitors to know about.” Hows does a business plan based on the sale of public (COF) assets to fund the new council chambers and library  and its stated worth in 20 years have any think to do with a private company renting out a companies owned building to a state government department.??? HOW its all smoke, mirrors and spin to misdirect legitimate questions being asked by rate payers?

Great to see someone like Claudia Green is standing up to our council and show she is no just a sheep in the flock and will drive for real answers and true financial accountability for our great city.

Rate payers of Fremantle if you want to see why your rates increase at the highest levels each year just look at the pet projects driven by the mayor and voted for by the council, there is your answer.

To be sure the only way Fremantle rate payers are going to get to the bottom of the cesspool of a plan is to have a independent inquiry or investigation, perfect job for the Auditor General.

Perth Freight Link Councils at Opposite ends of Spectrum

Its amazing the the different points of view to bordering councils can have on the same issue as the Perth Freight Link or Roe8 which ever name you perfer.

In Fremantle councils, Fremantle Pulse we see the councils position.

“Council has adopted a position not to support the state government proposals for sections 1 and 2 of the Perth Freight Link (PFL). It has called on the state government to put the current proposal on hold until further long-term freight planning and better options are developed.

Council supports the planning and development of an outer harbour serviced by rail. The outer harbour concept is in keeping with many decades of settled freight transport and urban planning. A long-term solution to container freight transport issues based on rail as the key component would result in: • a more cost effective long-term solution for freight transport • saving the highly valued conservation area, Beeliar Wetlands, from decimation through road building • minimising localised freight impacts, especially at High Street and North Fremantle • a reduction of carbon intensive greenhouse gas emissions • a reduction in community health issues related to road trauma and exhaust emissions • better utilisation of existing road infrastructure.”

Where Melville councils position quite the opposite, an extract from their council minutes.

OFFICER RECOMMENDATION (3645) APPROVAL That the Council:- 1. Reconfirm its support for the extension of Roe Highway between the Kwinana Freeway and Stock Road in accordance with the plans adopted by Main Roads Western Australia to finalise the Perth Freight Link. 2. Request the Chief Executive Officer to write to Main Roads Western Australia requesting they approach the construction of the Roe Highway extension for that section within the Beeliar Regional Park, in such a way as to minimise any potential adverse environmental impacts on the Park, by ensuring the maximum protection of the flora and fauna, the wetlands and the amenity of the area, together with maintaining and enhancing public accessibility of this regionally important asset. 3. Reiterate its support for the extending the Roe Highway, west of Stock Road to Stirling Highway, utilising the alignment of the Fremantle Eastern Bypass for the Perth Freight Link. 4. Request the Chief Executive Officer to write to the State Government advising that in order to minimise the potential impact of utilising the Fremantle Eastern Bypass alignment for the Perth Freight Link, all or part of the route between Clontarf Hill and Stirling Highway be tunnelled.”

Sadly Fremantle council has abandoned their electorate to follow party politics with no intention to solve the traffic congestion, safety issues that faces its residents, where Melville councils officers and councillors have recommended and voted to address traffic congestion and safety issues for its residents.

Fremantle council is still bleating on about the outer harbour which will do nothing to address Fremantle’s traffic safety issues for the next decade at least, happy to leave its residents to have increasing congestion worsening safety issues and increasing pollution which will rapidly worsen with the stop start nature of traffic congestion and not to mention all the traffic lights.

With the local election and the door knocking in process its quite interesting to hear the number of people in the valley and towards freo who are in favour or have no objection to the tunnel option proposed but not so in favour of the high st expansion option. Clearly our council has once again slid down its political agenda instead of looking after the best interest of its rate payers.

Currently, only around 15% of containers are moved by rail, despite a substantial subsidy from the State Government. At present, Fremantle Port is one of the best performing ports in Australia with container movements by rail.

The city of fremantle  is misleading its residents by saying the outer harbour will solve the traffic issues, it will not its own study from CUSP, costing rate payers $20,000, (which several councillors have told me was a waste of money), shows that the traffic will worsen till the outer harbour is built another decade at least. Then when it opens it will drop the amount of trucks with the transition and then the truck traffic over the years will continue to increase out of fremantle to a much worsen situation than we have now. Increasing by as much as 30% more than we have currently 2015. That’s with the outer harbour fully operational and of course this will do nothing for the every increasing amount of other vehicles on our Fremantle roads.

Even with the outer harbour Fremantle will continue to have the same traffic problems we have now and it will continue to worsen and we will continue to get more trucks once the outer harbour is built and operational.

Whats worse is with the negative position our council has taken if the Roe 8 is built we will not have had any input into making sure we get the best outcome for Fremantle, to make all of our lives safer, healthier and happier.
