Lesser of 2 Evils Roe 8 or the Outer Harbour

Seems Fremantle’s Mayor Brad Pettitt has had his crystal ball out again as he was reported in the West Australian that the Outer Harbour project has the broad community support, using his magical gift of knowing what the silent majority is thinking or maybe I missed his community engagement survey he conducted on this subject?

Strangely enough a Cockburn Councilor ran a strong campaign in support of Roe 8 and got elected in his ward in the last local election. I wonder if Brad was taking into consideration communities like this, or maybe their POV doesn’t count if it differs from his?

Reading Peter Newman’s comments on the decade old plan for Lat 32, it sounds like he plans it to be the replacement for Kewdale as an inter-modal area. So does that mean everything gets trucked from Kwinana that sounds like a lot more truck miles than the current scenario? Not to mention without Roe 8 how does Brad and peter intend all the trucks to get to Canningvale a huge industrial area, Ranford Rd is a single lane road in parts.

Amazing and Newman thinks you can build the outer harbour with little infrastructure, brad sees no reason for land infill? It’s amazing it will be like a MacGyver port. Places like Singapore have spend decades planning their new ports, Billions of $$ on infrastructure, if only they had Brad or Peters mobile number they could have had it done years earlier and for a fraction of the cost.

All that said they still didn’t deal with the current traffic congestion for Fremantle or the fact the number of trucks coming out of the port even with the new harbour will still increase. Great to see the Mayor Fremantle, solving issues for Cockburn and Kwinana but still hasn’t addressed the Freo issues, perhaps that’s why Fremantle is still on its downward slope?

So which is worse for the Environment a bridge over the Beeliar Wetlands or Dumping 10’s of thousands of Tonnes of infill into Cockburn sound?

Each has separate issues though as we saw in Queensland last week when a train derails the impact can be massive.

If the health of the wetland is such a major concern why would they want to open it up to the possibility of what we saw in Queensland this week?

When trains crash they crash big, at least with trucks the size of the disaster is limited.
I wonder if all the people in Kwinana and those living side by side to km’s of rail track realize the potential size of a disaster if a train derailed in our suburbs some up to a 100 carriages long.

The picture from google earth shows the rail line running between the Samuel Carpon Reserve and the Beeliar Regional Park both with large wetlands, then into the suburbs that runs alongside Bibra lake road.


As the train/rail track from Kwinana runs through suburbs and along side the hotly contested Beeliar wetlands, I wonder what damage a derailment of this magnitude would do to the critical wetlands, 10’s of thousands of litres of toxic chemicals in one hit, dumped into the ground around Bibra Lake? .
Makes the road impact look insignificant.

Roe 8: Turnbull Government agrees to $300 million deal | PerthNow

 

THE Turnbull Government has struck a  with WA to start construction of the controversial Roe 8 highway.

Looks like things are starting to move ahead.

Lets hope the Roe 9 development is announced quick so the people effected by the possible High St & Stock  Rd,etx can get on with the lives and not have it hanging over their heads.

Even if the government holds off on developing it they should announce the planned route or where its road or tunnel to give people in the area certainty. Then invest the money so this link to the port goes in with as little impact on the residences as possible and delivers a better transport corridor than Fremantle has now.

Fix the North Freo issue, open up the beach to the suburbs and sink the port link underground right till it rise in the port giving back the surface roads to the residents and directing transient traffic underground, to the south or the east.

Fremantle council has failed the community with ideology politically based approached, playing politics instead of ensuring the best come for Fremantle residents.

A properly planned road network linking into this planned system could have given Fremantle huge benefits, sadly our council said no to safer roads in and around Fremantle.

 

Fremantle Port Worth $3 Billions in Lease Deal as Early as Jan 2016

Fremantle Port is gaining great interest in its privatization deal, by as early as Jan 2016.

Interest is high in what is likely to be Australia’s fourth and final big container port privatisation and it is understood potential buyers have been in touch with Western Australian government officials in recent weeks, seeking clarification on a number of important issues which will determine the port’s appeal and likely value.

PFL and the outer harbour will be key consideration in this lease deal of the FPA. Profit are up the container business is growing at over 6% annually.

Our new PM has stated he still supports the PFL funding model, stage one is finalized and interested parties are looking at stage 2 to further drive the price of the FPA operation.

WA stands to make a great windfall in the lease of Fremantle Port, freeing up funds generated in the lease deal for developing public transport (PT) which is a direction the new PM Turnball would like to see with use of the funds raised by leasing assets like the FPA.

Of course a minority group are against the PFL which could impact the final lease revenue generated for the port which could means less funds for Perth’s public transport infrastructure.

Sadly due to the Fremantle councils negative attitude for development in fremantle ( bar a select few) the PFL is likely to just be a truck route for the port instead of a positive development, improving locals road safety, lessening congestion and lowering pollution for our suburbs.

Guess theirs no donation for election campaigns for the right people, in the PFL so it looks like it will not be getting the golden tick of approval. Maybe if it started or finished at a mirco brewery it would get a look in?

 

Turnball Gives Perth Freight Link (PKL) Tick Of Approval

Perth Freight Link is a really important, game-changing project for WA, with massive benefits for the freight industry, commuters and the livability of people living around Fremantle port,” he said.

He warned any Federal contribution to MAX light rail would not be at the expense of the Perth Freight Link, which has attracted $925 million in Federal funds.

Projects like MAX could be funded through the Fremantle Port privatisation which would trigger federal payments through the asset recycling program.

Perth Freight Link Councils at Opposite ends of Spectrum

Its amazing the the different points of view to bordering councils can have on the same issue as the Perth Freight Link or Roe8 which ever name you perfer.

In Fremantle councils, Fremantle Pulse we see the councils position.

“Council has adopted a position not to support the state government proposals for sections 1 and 2 of the Perth Freight Link (PFL). It has called on the state government to put the current proposal on hold until further long-term freight planning and better options are developed.

Council supports the planning and development of an outer harbour serviced by rail. The outer harbour concept is in keeping with many decades of settled freight transport and urban planning. A long-term solution to container freight transport issues based on rail as the key component would result in: • a more cost effective long-term solution for freight transport • saving the highly valued conservation area, Beeliar Wetlands, from decimation through road building • minimising localised freight impacts, especially at High Street and North Fremantle • a reduction of carbon intensive greenhouse gas emissions • a reduction in community health issues related to road trauma and exhaust emissions • better utilisation of existing road infrastructure.”

City Of Melville

Where Melville councils position quite the opposite, an extract from their council minutes.

OFFICER RECOMMENDATION (3645) APPROVAL That the Council:- 1. Reconfirm its support for the extension of Roe Highway between the Kwinana Freeway and Stock Road in accordance with the plans adopted by Main Roads Western Australia to finalise the Perth Freight Link. 2. Request the Chief Executive Officer to write to Main Roads Western Australia requesting they approach the construction of the Roe Highway extension for that section within the Beeliar Regional Park, in such a way as to minimise any potential adverse environmental impacts on the Park, by ensuring the maximum protection of the flora and fauna, the wetlands and the amenity of the area, together with maintaining and enhancing public accessibility of this regionally important asset. 3. Reiterate its support for the extending the Roe Highway, west of Stock Road to Stirling Highway, utilising the alignment of the Fremantle Eastern Bypass for the Perth Freight Link. 4. Request the Chief Executive Officer to write to the State Government advising that in order to minimise the potential impact of utilising the Fremantle Eastern Bypass alignment for the Perth Freight Link, all or part of the route between Clontarf Hill and Stirling Highway be tunnelled.”

Sadly Fremantle council has abandoned their electorate to follow party politics with no intention to solve the traffic congestion, safety issues that faces its residents, where Melville councils officers and councillors have recommended and voted to address traffic congestion and safety issues for its residents.

Fremantle council is still bleating on about the outer harbour which will do nothing to address Fremantle’s traffic safety issues for the next decade at least, happy to leave its residents to have increasing congestion worsening safety issues and increasing pollution which will rapidly worsen with the stop start nature of traffic congestion and not to mention all the traffic lights.

With the local election and the door knocking in process its quite interesting to hear the number of people in the valley and towards freo who are in favour or have no objection to the tunnel option proposed but not so in favour of the high st expansion option. Clearly our council has once again slid down its political agenda instead of looking after the best interest of its rate payers.

Currently, only around 15% of containers are moved by rail, despite a substantial subsidy from the State Government. At present, Fremantle Port is one of the best performing ports in Australia with container movements by rail.

The city of fremantle  is misleading its residents by saying the outer harbour will solve the traffic issues, it will not its own study from CUSP, costing rate payers $20,000, (which several councillors have told me was a waste of money), shows that the traffic will worsen till the outer harbour is built another decade at least. Then when it opens it will drop the amount of trucks with the transition and then the truck traffic over the years will continue to increase out of fremantle to a much worsen situation than we have now. Increasing by as much as 30% more than we have currently 2015. That’s with the outer harbour fully operational and of course this will do nothing for the every increasing amount of other vehicles on our Fremantle roads.

Even with the outer harbour Fremantle will continue to have the same traffic problems we have now and it will continue to worsen and we will continue to get more trucks once the outer harbour is built and operational.

Whats worse is with the negative position our council has taken if the Roe 8 is built we will not have had any input into making sure we get the best outcome for Fremantle, to make all of our lives safer, healthier and happier.
