Interesting Article from the Fremantle Gazette exposing more reports that are kept from public view covering the impact of Not building the PFL or the Roe 8 & 9’s

Sadly this project, while able to lessen many stresses on our urban road networks, this issue has become highly politicized and the real benefits and negatives have been lost to small groups of individuals fear mongering the local communitys so no rational community discussion has actually been held to discuss the pros and cons and allow locals to have a balance thought without the hate and fear elements so commonly found in these issues.

PORTELLI BITTER ON SHELVING

BIBRA LAKE COCKBURN councillor Steve Portelli has joined with Melville Mayor Russell Aubrey to highlight the additional congestion and environmental consequences of shelving Roe 8, believing his own council is ignoring the findings of a traffic study which point toward a need for the road.

An independent traffic study commissioned by the City of Cockburn forecasts 35 stretches of road will need to be widened by 2031 to cope with the increase in daily vehicle movements in both Melville and Cockburn if Roe 8 is not built.

“It has got to the stage now that I am so frustrated and disappointed with the stalling of Roe 8 that I had to speak to someone that is for it,” Cr Portelli said.

“We have to get a strategy together and get the word out there because the community has been misled.

“Roe 8 is not just about diverting traffic away from South Street and Leach Highway but also from Cockburn’s east-west linking roads such as Farrington Road, Bibra Drive, Berrigan Drive, Russell Road, North Lake Road and Beeliar Drive.

“Close to 80,000 daily traffic movements will be taken away from those roads and out of our residential suburbs.”

Both Cr Aubrey and Cr Portelli believe that constructing a new outer harbour in Cockburn Sound, the alternative preferred by Cockburn council, will prove more environmentally damaging than Roe 8 itself.

“When you look at the impact on the environmental areas surrounding the roads that would need to be widened – and take into account the impact on the houses that abut those roads – you see that the aggregated environmental cost of not building Roe Highway is far greater than the cost of building it,” Cr Aubrey said.

“On top of that, residents will be stuck in congested traffic in perpetuity, with no other viable way of getting out of the situation.

“Certainly building the outer harbour will alleviate the trucks which is dangerous traffic to be mixed with light traffic but the fact is what we are looking at is getting 80,000 vehicles off our roads altogether with the construction of Roe Highway, compared to just 5000 trucks that would be moved to the outer harbour.”

My thoughts on Roel post on his blog, my family live in this area so i think i have quite a good understanding of what locals think, i don’t know anyone who owns there own home in the area that wants high density or large apartment blocks. the area has been plagued with anti-social issues, drug dealing and petty crime and vandalism. History from the world tells us that the higher the density the worse the problem. We have a council that drives this high density but as best i know most of them live in houses with yards, garages, drive ways etc, not the they preach how everyone should live.

Roel the community in Blinco St are galready up in-arms about development just across the road as their homes/houses where getting two story in front of them. Not to mention the street already has huge parking issues. So how you think that 8 stories is OK I have no idea.

The area has a mountain of homes West housing just up the street, just over in Beaconsfield is a whole lot more, known as the Beacy Broncs, also well known for massive police raids and a continually hot bed of trouble, petty crime home invasions, vandalism graffiti and intimation to those who call the authorities to complain. Across the road on the northern side of High St is a heap more.

Just up the Hill from this area going East, they have over a couple of years homes demolished, Homes West houses, which were also well known for drug dealing hot spots and domestic violence.

I was standing alongside Steve Grant when he took the photo at this community group meeting, 6 or 7 mins walk from the place your article is referring too. Again lots of promises at the this meeting about actions the council was going to take, (possibly as it was just before an election) now the election has past, action seems pretty much nothing on the  issue.

Fremantle already has a higher than average % of homes west than the average suburb and needs no more. Just 2 weeks ago we see cars torched at the cold store area as drug dealing issues come to the front in homes west houses again.

We shouldn’t even need to mention the traffic issues in the area as both High St and Stevens St have traffic issue leaving the valley on Steven St at both ends is already dangerous with dumb design on Hampton Rd and the council ignoring a decade of complaints about the other end on Carrington where you have to blindly out onto a major rd.

South St has its own set of problems and the High St intersection with Stirling Hwy is another traffic black spot, well known for accidents and is full of trucks from the port as it’s the major route out.

The local primary school is full, past capacity with transportable units on the school oval. The Kim Beazley site is yet to have single resident move in, which is set to add 100’s more on just one block, in the middle of the mess I have just mentioned

And you think adding thousands on more people into a suburb area in high rises to create future slums is a good idea?

You may not have noticed but people who spend millions on penthouses don’t like the idea of a possible drug dealer or meth lab on the ground floor under their penthouse, having to rely on the roll of the dice you get from homes west.

High density in this area would be a disastrous outcome for what was another leafy green suburb, rapidly being destroyed by a political motivated councils density drive which is destroying our tree canopy and massively increasing our urban heat sink

Leaving less and less space for kids to play while driving more traffic in poorly designed and maintained road network

The council could not f-/: up more if they tried.

I have been to places our Mayor  Brad Pettitt wants to mimic like Malmo, I have friends from there and outlaying districts all have seen their amenity deteriorating, as Malmö has become a centre for crime, violence, drug dealing and organized crime.

Not exactly what I would like to see copied into Freo we have enough shit as it is.

As long as I can remember I have just wanted a house to live in, just like I grew up in. The block may not be as big no huge gum tree in the back yard to climb and play in but it’s pretty damn close. I’m lucky to have a house which has become a home for my family. Giving me a chance to give my child some of the great experiences I had growing up.

A safe place to play, invite friends to come over and play with, The great Aussie BBQ which we have had many with friends and family. Place for pets to roam freely, chicken taking care of our kitchen scraps, rewarding us with eggs for not throwing it in the rubbish, fruit trees, veggie garden, aquaponics for fish and herbs, giving my little boy and education on where food comes from and how to practically use our waste, with worm farms, compost, bokashi, solider fly farms etc great place for bees to live and another bonus of honey while pollinating our 15 so fruit trees..

Non of this will exist in Brads high rises, everything for rubbish will need to be collected and processed just like a large factory, not exactly living is it?

I have also had the good fortune to live all around the world in high density cities like Hong Kong, Singapore, KL, Miami, NY, London.

That’s when I realized how lucky we are in Australia with the life style we have.

While in these city you see every time there is an accident, fire, natural disaster, disease out break, the higher the density the greater the casualty rates.

Now to think that the only way we can be environmentally friendly is to live in high density areas is just crap. It might be the dumbest easy solution? But with the right mixture of incentives for business, government departments and jobs to develop out with the sprawl, and finding incentives  to encourage people to live with a certain distance of their jobs. We can maintain a live style worth having while controlling our foot print.

Or as Paul says build new hubs to drive businesses away from one hub and made several more satellites cities, like Mandurah, Joondalup and Midland.

Sooner or later cars will not run on fossil fuels, fixing the pollution argument, the style of car we drive in 20 yrs maybe completely different.

So while Brad Pettitt our Mayor is determined to force his personal ideology on the rest of us, even though he doesn’t seem to practice what he preaches, it should send a clear message to the wider community if guy runs for state or federal government, he’s the guy you want to vote for if you like living in a  hi-rise Dog box, no car, surrounded by concrete, no tree canopy, concrete parks and booze barns, while he lives in a house with a garden across from a great green oasis with his 2 cars parked out front. While your rates increase each year to fund he’s personally ideology and so he can give our assets for free for business to profit off while, spending your money on his jet set junket trips overseas. Sounds good right?

But I’ll be voting to live not just to exist in a concrete jungle.

Fremantle Council Addicted to Booze

How can a council with a policy such as their own SG50 be so driven to push thru clearly destructive booze outlets as the one planned at Jshed, people should read this agenda and decide from them selves about the actions of council.

For me reading it, they come across as an addict who will do and say anything to get their next fix. Its booze booze and more booze and no matter what anyone says they will seek some way  to justify there addiction, to explain the need for it, any cost is not to much in their need to for fill that urge.

Reading the agenda is quite sad, it does not matter what impact it has on local business, driving out existing operations, no need for parking, concrete over the last remaining bits of greenery to ensure access to their fix. Adding anti-social behaviour is not an issue to be considered as its not relevant? Reading this document it comes across as a desperate  drive by an organization to find any reason to justify a drive for councillors need to approve more huge booze barns not the small bars their own policy calls for.

This going ahead just shows councillors clear disregard for rate payers concerns and puts to bed the idea that councillors has any interest in representing rate payers, unless of course its in their own interest 1st.

Anyone looking for reasons why anti-social behaviour is such an issue in Fremantle, our councillors decisions led by our Mayor should be your 1st port of call.

Currently we see in Fremantle a protest against the Perth Freight Link.

One of the issues driving congestion on roads is obviously more cars.

Now as density increases it is only going to make the issues worse. Seems we are creating problems and then looking for a solution to the problem we have just made for ourselves, wouldn’t it be better to not create the problems in the 1st place.

Fremantle council seems very good at creating its own problems then to spend even more of our rates on finding solutions and then even more money telling us what a great job they are doing at solving problems they have in fact create or made worse.

A few examples

  • Selling car parking and making Freo harder to get into and find car parking, they have spent years giving Freo a anti-car image, then they spent reportedly $20,000 on an app for parking which get a iTunes Customer ReviewsAlmost useless, by nickname1950. Can’t say I have ever met anyone who admits to using it. Problem made, money spent, no solution. Or even better their great big parking signs which are regularly broken and no-one really knows what they mean anyway. More $$$$ gone.
  • It’s a bit like the massive bug killer lamp outside at chambers, great idea, then you look around and see stagnant water everywhere in their street flower pots, made an environment to breed mosquitos, then bought the solution to kill them, brilliant?
  • Mayor Brad says Fremantle is a progressive city so they view graffiti vandalism as art, now we have graffiti everywhere and spend a small fortune cleaning it up and leaving Freo like ghetto that no-one cares about, which in reality should be a thriving tourist destination, another council made problem needing to be fixed.
  • Mayor makes areas for “dedicated begging” in our streets, the solution he made for the problem he created when Perth clamped down on street begging and homeless and our mayor invited them to come to Freo, it surprisingly created another problem, needing to be fixed. What’s not so easy to fix is the dodgy anti-social image it gave Freo killing off more business.
  • Fremantle has an anti-social image with substance abuse driven by the number of large licensed areas in town, Fremantle makes a good alcohol policy then completely ignores it by leasing the J-Shed out for another 1800+ booze barn. Another problem to be fixed in the future?
  • Fremantle has the second worse rating for hard cover surfaces in the 202020 report, then concretes the esplanade, then straight into a new green plan after approving a plan that involved cutting down over 100 mature trees at the Kim Beazley site. They currently say they want to increase the park space in Freo yet are wanting to build or develop on Pioneer Park.
  • Fremantle councils direction over the years has allowed all the negative issues for Fremantle to build up, graffiti, substance abuse,, drunkenness, the need for a spew patrol, anti-social behaviour, loss of parking, the constantly messed with road systems, loss of groups like Myers, causing a loss of visitors frequenting Fremantle, hence causing a loss of business, leaving COF in its current situation, causing Fremantle again to spend $$ fix a problem it help create. Like $42M or is it $44M perhaps $52Million to help regenerate a CBD its help run down. Sorry about the different figures it’s not clear what the is cost is going to be, its only rate payer money, perhaps another issue to fix in the future with a massive rate hike for instance?

Does this seem logical to anyone, you could go with dozens of examples like this.

Now we come to density. So we cut block sizes, up the R-code, increasing hard surface coverage, causing more mature trees to be destroyed, increasing the population then yell about not building road to help with congestion caused by increasing density. Now as people don’t have backyards we have to build more parks and connections to the ones we have, another problem caused by council to then need fixing.

Here’s a quote from the article

Mr Gordon said the good news was that Perth had land near major roads and railways that could be developed. He said it was not always necessary to “disturb stable residential communities” to do infill well.

“You’ve got miles and miles and miles of main roads just strung with dreck, low density shopping centres half abandoned, car dealerships, industrial areas . . . these are fantastic opportunities for infill and growth,” he said.”

So why is our council driving density in areas with traffic congestion issues in some cases over R100? Why are we doing infill to areas that are stable residential communities, building more problems like destroying tree canopy, increasing congestions, lowering services, increasing rates, causing more disputes with neighbours over development. Not ensuring suitable parking is allocated for new developments, only to cause more disputes in the future.

Fremantle’s road infrastructure has been eroded over the years, now by having one of the higher density increases in the metro area, these problems are being added to, while all the necessary services needed to help cater for this increase in density are not being supplied.

The Council has blindly followed Barnett’s government infill strategy while getting none of the services needed to support the density increase. We see more people coming to the area, no improvements or even plans to improve Public Transport. We have seen thousands of jobs leave the Freo CBD, yet more people planned to live here. If you want all these people to live here would it be better to ensure jobs are here for them, so they all don’t have to drive miles to get work, again adding to the congestion issues. Let’s face it you struggle to get a pair of kid’s school shoes in Freo and the council calls Freo the second city for the state.

Are residents happy about it judging by the satisfaction survey I guess not?

So again they have created another plan to create more problems only needing to be solved in the future. Every $ spent fixing a problem they made or help make is a $ less spent on services to rate payers and residents.

Of course we can increase density in perth buts lets do it where we have the infrastructure and the right ingredients to make it work well. I guess they will just add their poor density and its impacts to their legacy of solutions needing to be found?
