Fremantle council has been driving our fair our city into the ground for years.

A mixture of poor decisions, miss management, poor policy and actively ignoring policies they have, just sees Freo go from bad to worse, driving up or encouraging anti-social behaviour.

Fremantle councillors removing residents from Arthur’s Head started the areas decline some years ago and was just the start,

  • they have encouraged grafitti
  • they have attracted drug and alcohol abuse in Arthur’s Head area, by it poor decisions and mismanagement.
  • they have encouraged or attracted vagrancy to Fremantle
  • they have encouraged the homeless to sleep in and around the CBD.
  • Poor Maintanance around the city of its assets helping to give Fremantle its run down look.
  • Deactivating Kings Square.
  • they have driven out shoppers from fremantle with these issues mentioned above and their anti-car policies.
  • As they have driven out the shoppers, business after business has closed

Fremantle’s Anti-Social Issues

Their pro graffiti policy just drives vandalism across the board, most suburbs have  this issue but councils policy of judging whether it has artist merit goes against common sense and the state law.

Designing out Crime is a crime prevention strategy which aims to reduce opportunities for crime through the design and management of the built and landscaped environment.

It is also known as CPTED (pronounced ‘sep-ted’), which is an acronym for Crime Prevention Through Environmental Design.   It is based on the theory that “the proper design and effective use of the built environment can lead to a reduction in the fear and incidence of crime, and an improvement in the quality of life”.

Fremantle council has CETLOCS, “Crime Encouragement Through Lack Of Common Sense.” pronounced Homer-Simpson-wingnuts-dohwhat was I thinking? but its clear swag

The police warned them this would increase grafitti and with it, comes other crime. No crystal ball needed there.

Going against their own alcohol policy by approving the new new booze barn business @ J-shed, which will destroy Arthur’s Head, the round house and the impact of all this anti-social behaviour will wreck bathers beach, with as we have seen in the herald, drunks and druggies, crapping on the beach, used condoms, needles, crack pipes, the violence that follows. We have already seen several murders, drug over-doses deaths in Fremantle as well.

Fremantle council is actively killing the family friendly environment as they attract more and more substance abuse and anti-social issues.

The lack of proper surveillance by councils actions, in the West End has just fuelled, anti-social behaviour, public drunkenness, drug use, vandalism, public defecation,  slowly destroying the environment around Western Australia’s 1st and most prominent building.

The eyes on the street van seems to spend most of its time at night parked out in front of council chambers, or least any evening i have walked or driven by.

If the Double Tree Hilton is to open and the block around target stays the way it is this hotel will get a shockingly bad image very quickly, once in place it will hard and expensive to improve the locations image on the worldwide web.

God knows what tourist must think going to Arthurs Head and seeing the location of WA oldest building so mismanaged, dirty toilets, overflowing bins, broken bottles and booze containers littering the area, human excrement, used condoms, used syringes, grafitti, vandalism, businesses having to wait for the drunks and drug effected to leave the doorways so they can open up.

What’s council refer to it as oh yes was it the grunge factor?

Fremantle’s $100,000 Fighting Fund Deferred.

Good to see item  (SPC1505-1 NOTICE OF MOTION – CR JON STRACHAN – FREMANTLE COUNCIL’S POSITION ON THE PROPOSED PERTH FREIGHT LINK) for allocating $100,000 of COF funds for their attack on the state government was deferred. No chance of them voting it down out right, I think a couple were salivating at the idea of wasting that much money on trying to stick it to the government? For information it was not Strachan who came up with the magic $100K figure he said that it came from the CEO/staff.

The point Rachel Pemberton raised was correct it’s not clear what they would be protesting against. As the actual plan has not been finalized yet. Maybe she has been reading my blog post? What was clear is that again Dave Hume brought a touch of reality to the issue perhaps he has been speaking to residents and ratepayers on the issue? As his point was what I have heard a lot over the last couple of days, is that this $100,000 of rate payers funds is pretty much to fund certain councillors personal political agendas.

Following Dave Humes touch of reality, Bill Massie brought his no nonsense, practical, common sense to the conversation, cautioning councillors to be responsible with rate payer’s funds, which brought the usual scoffs and snickers from the same councillors? Amazing Bill speaks of responsibility, no waste, fiduciary responsibility and they laugh, tells a story doesn’t it? Makes you wonder who the sustainable ones are and who just use it as a political catch cry?

Of course several said that of course this was not the case but Dave Hume made a good point which is pretty obvious that council’s action need to be in the best interest of the general good of Fremantle, not their personal concern or political ideals etc.

With the actions of council over the last year or so it seems clear political agenda is the first and foremost issue and general amenity of residents and ratepayers appear to be well down the list. The current councils not driving a political agenda is as believable as them being, not anti-car?

I get there are certain parts of the community would love the council to spend a fortune fighting against the state government, on this issue or others but is this the function of council? I’m sure there are groups in our community, who couldn’t damn for councils political agenda ideals and others are dead against it?

I would like to see an impact/modeling study on the impact on Fremantle if the current train system was to be maximised on freight use, would all those residents along the train line be happy with volume of train use, their heavy diesel pollution brought in the CBD, the noise pollution etc? The council wants to re-engaged the port through the Freo train station area, how is that possible if we quadruple the rail traffic?

What impact would that have on the businesses in fishing boat harbour? How would this effect emergency services accessing these areas?

What impact would that have on access to the south mole?

What impact would that have on southern harbour operations, Rottnest island ferries, retail on the port, cruise ships etc?

Impact on the arts precincts in the west end, round house, bather’s beach, J-shed area, etc. All areas the council is telling us they are trying to activate?

Sadly I don’t think one system or the other will maintain the ports transport needs into the future but it will be a mixture of both. I would also like to hear from the port authority on what is practical for their operational point of view? The real issue is it also seems impossible to go to one location and get unbiased information on the issue as a whole?

According to Brad all will be clear once CUSP finishes or releases their studies, no agenda from that group is there? What’s was concerning is listening to Brad discuss the timing of CUSP releases with the city use $100,000 fighting fund to maximise impact? No political agenda there right, so much for waiting for the findings of the minister request for proposals, or the CUSP reports, it seems from these comments the course of action to be already pre-determined?

Just waiting now for the Fremantle rate payers and residents to foot the bill again?

Just think with what i have read about the benefits of cycling from council over the months, healthy lifestyle, etc, etc, it’s true i agree but here is an event doing just that and they give it NO attention what so ever. Which just goes to show how driven they are by their own ideology and caring little about real results.

Residence’s Speak, When Will Fremantle Council Hear???

My 1st update, to the fore-mentioned,

So Burt St had a good showing, a strong voice from their community, sending a clear message to council. Sent but not heard it seems. Bill Massie heard it, while others did vote against the R160, sadly it didn’t appear it was because of community representation but due to their own ideology, a word mentioned by quite a few community speakers. So Burt St R160 was voted in, though I see their community advertising, meeting’s, and voice got them some token amendments sadly which will not change the outcome. Well I guess voting in the next election, just became allot clear for the Burt St! Precinct.

What hasn’t changed in council, is the shocking PA system leaving many in the gallery scratching their heads on what is being said by members. Just because council may be not interested in hearing what the community is saying, doesn’t we don’t listen in the gallery. If you want to encourage people to take an interest, in what happens at chambers then fix the PA problems or maybe that’s the plan to discourage/keep out the ones trying to participate?

McCabe St another great turn out, great speakers, good knowledge, real passion another great community group, they stayed the execution by council tonight with a great turnout again lead by a Mosman-councillor, ex-Freo councillors and a plethora of community speakers. So they got what looks like lip service to their community consultation while some reports are being completed. To note, that several councillors inferred it will not change the outcome and at meetings before we have heard councillors say that they will extend community consultation but don’t expect it to change their minds?

I heard some real strange statements by councillors tonight, I have to go and check a few of them out so that will be another post.

Bill Massie made a great comment tonight about getting closed toilet facilities back open, while other councillors believed that pot plants where great activator of areas, really u have to wonder, unless of course they intend that u take a leak in the pot plants. Brad prefer to wait till the Kings Square project is complete before getting a toilet open, that’s a long time to cross your legs could be years, if history tells us anything? It really makes u wonder Bill mentioned getting a toilet in the High St mall, can u believe  a councillor actually scoffed at him, pretty much tells the story of why Freo has sunk so low? Shame Dave Hume didn’t give his anti-social speech at full council, at the Planning committee meeting he made a good point with it, guess he knows the “u can lead a horse to water but …..”

Speaking of water, more complains about lack of basic services at the beach, not restaurants or bars but simple stuff like drinking water, toilets, change rooms,showers etc. Issues about poor facilities at south beach, non at bathers, nothing at Leighton? Council harps on about its second city status, yet 3rd world countries can supply better basic facilities at the beach. What is amazing is they can spend over $1.5 million  pouring concrete on the esplanade but can’t supply basic facilities which are used by thousands of resident and visitors each weekend and hundreds every week day at our local beaches. I was at Port Beach last Tuesday about 6pm it was packed.

It’s looking clearer and clearer that placing ideology, or flashy media bites it more important than supplying basic services. No one puts your picture in the paper or clicks your like button button or tweet sm your story, over a simple drinking fountains, building a shower for the beach, public toilets, a place for Mums to securely and hygienically tend their infant’s needs, guess it’s not just flashy enough? Councillor Sullivan made a good point in reference to something else tonight about it’s the little things that count, well it’s also the basics that count too. In references I used quite allot in my industry. It doesn’t matter how good a chef you are or what fancy products you buy, to sell your guests, it’s the 1st impression that counts, when your Riedel crystal flute, has lipstick on the rim or a dirty thumb mark on the glass, the fact it has Perrier Jouët Belle Epoque Blanc de Blanc 2002 in it is lost, it’s that bad 1st impression u now have to overcome, instead of being ahead your behind. So it’s that a guest to our city that can’t find a car park at the beach, then somewhere to change or wash the sand off their feet or even get a sip of water. Its send quite a clear message, no one really cares, it’s the message graffiti sends, rundown public infrastructure, anti-social behaviour,,,, I can go on all night, but u get the idea.
