Fremantle council has been driving our fair our city into the ground for years.

A mixture of poor decisions, miss management, poor policy and actively ignoring policies they have, just sees Freo go from bad to worse, driving up or encouraging anti-social behaviour.

Fremantle councillors removing residents from Arthur’s Head started the areas decline some years ago and was just the start,

  • they have encouraged grafitti
  • they have attracted drug and alcohol abuse in Arthur’s Head area, by it poor decisions and mismanagement.
  • they have encouraged or attracted vagrancy to Fremantle
  • they have encouraged the homeless to sleep in and around the CBD.
  • Poor Maintanance around the city of its assets helping to give Fremantle its run down look.
  • Deactivating Kings Square.
  • they have driven out shoppers from fremantle with these issues mentioned above and their anti-car policies.
  • As they have driven out the shoppers, business after business has closed

Fremantle’s Anti-Social Issues

Their pro graffiti policy just drives vandalism across the board, most suburbs have  this issue but councils policy of judging whether it has artist merit goes against common sense and the state law.

Designing out Crime is a crime prevention strategy which aims to reduce opportunities for crime through the design and management of the built and landscaped environment.

It is also known as CPTED (pronounced ‘sep-ted’), which is an acronym for Crime Prevention Through Environmental Design.   It is based on the theory that “the proper design and effective use of the built environment can lead to a reduction in the fear and incidence of crime, and an improvement in the quality of life”.

Fremantle council has CETLOCS, “Crime Encouragement Through Lack Of Common Sense.” pronounced Homer-Simpson-wingnuts-dohwhat was I thinking? but its clear swag

The police warned them this would increase grafitti and with it, comes other crime. No crystal ball needed there.

ART VANDALISM AT HISTORIC ARTHUR HEAD

Going against their own alcohol policy by approving the new new booze barn business @ J-shed, which will destroy Arthur’s Head, the round house and the impact of all this anti-social behaviour will wreck bathers beach, with as we have seen in the herald, drunks and druggies, crapping on the beach, used condoms, needles, crack pipes, the violence that follows. We have already seen several murders, drug over-doses deaths in Fremantle as well.

Fremantle council is actively killing the family friendly environment as they attract more and more substance abuse and anti-social issues.

The lack of proper surveillance by councils actions, in the West End has just fuelled, anti-social behaviour, public drunkenness, drug use, vandalism, public defecation,  slowly destroying the environment around Western Australia’s 1st and most prominent building.

The eyes on the street van seems to spend most of its time at night parked out in front of council chambers, or least any evening i have walked or driven by.

If the Double Tree Hilton is to open and the block around target stays the way it is this hotel will get a shockingly bad image very quickly, once in place it will hard and expensive to improve the locations image on the worldwide web.

God knows what tourist must think going to Arthurs Head and seeing the location of WA oldest building so mismanaged, dirty toilets, overflowing bins, broken bottles and booze containers littering the area, human excrement, used condoms, used syringes, grafitti, vandalism, businesses having to wait for the drunks and drug effected to leave the doorways so they can open up.

What’s council refer to it as oh yes was it the grunge factor?

What pile of crap is the Fremantle Mayor Brad Pettitt is talking now? “The Herald has obtained an email exchange between mayor Brad Pettitt and a ratepayer in which the mayor says staff are so worried about the information falling into the wrong hands they don’t even want it emailed within council.”

My God what do they have to hide if they are keeping secrets from their own councillors or staff, what dodgy deal have been done with this business plan? Or is that they think so lowly of their other councillors and staff that information is not freely flowing. No matter what it tells a story of something to hide.

The sad thing is that the rate payers who are denied access to these secret documents helped  pay for them

A single rate payer asked a couple of simple questions about a year ago of the Fremantle council in regards to their Kings Square Business Plan, till today he has not had those questions answered. Is the mayor claiming that this individual a year earlier started to use these simple  question  to stir trouble in an local election? Please how paranoid can you be?

1st lets ask one simple question evenif he did so what, if the plan is sound and there is nothing to hide then questions would have simply answered, it would not have taken the council 3 months and legal advice to draft the answers for his simple questions. Furthermore I doubt he thought his simple questions would make such a drama, I doubt he even knew who brad pettitt was till drafted the questions? The drama and the fact these questions are still being asked a year after they where 1st raised, begs to question what is our Mayor and council hiding?

This council has gone out of its way to have to deflect questions being answered on this project, its a breath of fresh air for Fremantle to have the opportunity to get a councillor who will ask for true financial due diligence to be brought to the councils handling of asset management and the use of the Reserve fund. Which appears to have become a slush for the mayors personal pet projects. instead of base of positive funds generation to lessen the rate cost burden on the rate payers. I.e. the mayor is blowing the city’s inheritance. No wonder Fremantle has some of the highest yearly rate increase each year in W.A.

We have a FORMER Fremantle Mayor Peter Tagliaferri with more real business savvy more than our current mayor, call the Kings Square Business Plan, “CRAZY”.

KINGS SQUARE DEAL ‘CRAZY’ Tells a story just in the title.

Clearly the Mayor seems to have a strange definition of the word democracy, “Dr Pettitt defends the crowd-funded projects, saying they are an exercise in direct democracy.” As crowd funding can come from anywhere in the world, how is this relevant to how the electors of Fremantle deciding how its rate are spent, with this system not one person in Fremantle is needed to supply money to the crowd funding system before councils funds the 50% of the project So the rate payers will fund 50%  without one vote being cast, only an idiot would think this has any democratic process for the rate payers of Fremantle. Its very big of the Mayor to allow the world to decide how Fremantle rate payers money, I wonder if any other council in Australia has a dumb policies like that?

Furthermore if Mayor cared about democracy then you would think he would allow everyone to view the secret documents he offered a select electorate to view, the individual who was offered showed the character our council and mayor seem to lacks by declining the offer instead suggesting it should be open for all to see. Perhaps the Mayor needs to look at what governance is  about, Good governance is about the processes for making and implementing decisions, looks a like a big fail on the 1st couple of points of good governance, Accountability and Transparency as the Kings Square Business plan can’t have this with the financial justification hidden from public scrutiny.

This reported statement from the Mayor brad pettitt in the Herald needs to brought into close scrutiny  “Dr Pettitt says there are projections in the document related to tenanting a state government department that the council wouldn’t want competitors to know about.” Hows does a business plan based on the sale of public (COF) assets to fund the new council chambers and library  and its stated worth in 20 years have any think to do with a private company renting out a companies owned building to a state government department.??? HOW its all smoke, mirrors and spin to misdirect legitimate questions being asked by rate payers?

Great to see someone like Claudia Green is standing up to our council and show she is no just a sheep in the flock and will drive for real answers and true financial accountability for our great city.

Rate payers of Fremantle if you want to see why your rates increase at the highest levels each year just look at the pet projects driven by the mayor and voted for by the council, there is your answer.

To be sure the only way Fremantle rate payers are going to get to the bottom of the cesspool of a plan is to have a independent inquiry or investigation, perfect job for the Auditor General.

What a great piece, hits the nail on the head issue after issue.

  • Inappropriate use of rate payers funds with their blatant, self promotion, serving no purpose than to show how easy it is to throw around rate payers money.
  • Dodging legitimate questions with spin, smoke and mirrors
  • Thought bubble process, with little consideration of the basic functions of council, leading to loss of image and identity of what Fremantle really is.
  • The council of loss- retail, artists, cultural and community spaces like the Fly By Night Club.
  • Lack of true process with 2029 visioning, council telling us what it was before it was finished, another COF classical box ticking exercise instead of true community engagement.
  • Only verbalization of heritage protection as they constantly look to drive inappropriate developments in the city.
  • King Square business plan, which raids the cities long term investment fund to build a monument to our current mayor.

Point after point is well made, a young lady with her finger on the pulse and clearly too on the ball to be influenced by The Mayor and councils spin.

Fremantle’s King Square, No News

Another month has pasted and Fremantle Council must be loving the much needed distraction of the PFL issues to take attention off issues like Kings Square, which seems to have gotten no further.

It gives them a chance for a little more state government bashing, to distract from Fremantle’s lack of direction and real issues facing our Great little city.

Good to see the High St Mall area getting a touch of love, shame to see even the Pop ups moving out of the mall again.

Disgraceful to see the state of our town hall, has been left to degrade to, lets hope we have a dry summer and no strong out of season rains which could have real destructive effects on our icon building.

Fremantle’s Mayor Brad Pettitt told Fairfax Media last month a maximum output, privatized port connected to a tolled freight freeway has the potential to chop the port city off at the knees economically.

I think our Mayor is being a little theatrical pointing the finger at something that has not even happened bringing Fremantle to its knees, when its been there for years now, seriously how much worse can it get for Fremantle. Seriously, has Fremantle ever been in a worse financial state than it is now, retail is dead, office workers have left by the thousands, it has a shocking rep for parking, driven by council. An image for anti-social behavior, also not helped by council decisions. The council has been for years driving an anti-car strategy, now to blame a road that could bring thousands of more cars from the east to Fremantle as killing off Fremantle is truly amazing? If u think they don’t have an anti-car stance just read their (ITS) Integrated Transport Strategy

Over the last years we seen Fremantle suffer loss after loss, of course not all council fault, there is a variety of factors, but for the Mayor to now claim a Port Lease that has not happened and a road that has not been built, is bringing Fremantle to its knees, is just laughable, its blame shifting at a colossal level. I’m sure it suits somes political ideology but does Fremantle no good at all?

Fremantle city council has taken years of poor decisions making to get Fremantle to its current state. The recently released City of Fremantle’s 2015 community perceptions survey paints a true picture of Fremantle being at perhaps at a decade low, is that an all time low, can anyone remember Fremantle looking worse?

King Square project was suppose to be a beacon to attract development into Fremantles CBD, instead it may well have become a lighthouse to warns others of pending doom.

Looking forward to hear some good news for the Kings Sq development and Freo as a whole real soon.

Interesting discussion, from an art point of view but graffiti is not an artistic point of view but a point of law.

If you have permission to place a drawing, mural, scratching etc, its all cool, if you don’t have permission then its vandalism which is a crime.

The fact that Fremantle council is finally joining reality has to be a good thing.

As comments by the mayor in the past have left Fremantle as a magnet for criminal vandals, taggers, etc, but encouraging graffiti by referring to it as art or looking for artistic merit, which gave Fremantle a dirty slum look in parts. Its not a good look for tourists and visitors to our city. Its also not a great attractor for investors or new business.

“The Sunday Times can reveal WA Police wrote to Fremantle Mayor Brad Pettitt urging the council to reconsider its decision to no longer remove graffiti from public buildings if it is deemed to be art.

Instead, council officers will send photographs of the graffiti to the city’s public art advisory group to determine whether it should stay. Though the move has been welcomed by local artists, police complain it contradicts the State Government’s graffiti policy.

“Criminals will be drawn to the area,” the letter from the WA Police Community Engagement Division warned. “We know that 73 per cent of those apprehended in police operations … are engaging in other more serious offending behaviours, which will essentially encourage other crimes in the area.”

Police said it would also result in more damage on buses and trains, posed a risk to surrounding councils and would damage the port city’s tourism.”

Another great decision by our Mayor, well done. Its just poor policy followed by worse then 1/2 arsed attempts to fix the damage its caused. This has to be the worse decade Fremantle business and retail has ever seen?

Vandals have actually been reported by police to have said, that graffiti was ok in Fremantle as the mayor encouraged it.

The idea of saying vandalism has an artistic merit has to be considered an act of insanity, who is a local government to say its ok for some idiot to spray your house, fence, home, business, etc,  because some fools on the council thinks it has artistic merit, please give me a break.

FREMANTLE Council is set to defy a police warning that its new graffiti-friendly policy will make the port city a haven for criminal activity.

If someone chooses to have their property sprayed , painted, drawn on etc, while i may not like it, its not graffiti as they had permission to do it, which is the main point.

The heading for the story Vandalism or Art is just a distraction as the only point is permission or not, legal or not.

What is disturbing is the councils direction that goes against state law. Now we see more and more stupid positions taken by council are now being changed, to directions of common sense.

The Mayors idea to invite street begging in Freo, then months later once common sense comes home a tightening of laws, and restricting them. The same for inviting the homeless to Freos CBD, something Perth was stopping but our Mayor invites in only to change direction later, graffiti another poor decision to later rectified. The loss of Myers also no concern for our Mayor as he embraces bohemian quirky retail only later to admit that Fremantle needs quality retailers. Its just a litany of mistakes and back tracking on poor choices, causing years of damage to Fremantle’s retail sector, just seconds of common sense thought would have foretold the disaster coming. One step forward, 5 backwards.

Anti social behavior is killing CDB business we have seen in the past retailers state this, just yesterday I had friends tell me of sitting in the CBD area having street beggars harassing them for money in the la fresco dining area, then going into the cafe to harass diners for money only to have a mouthful of abuse for not handing over the cash.  As it stands I believe we have more small businesses to leave Freo due to poor poor traffic and anti-social issues, both going hand in hand.

Now we see commissioned pieces of work down at the old navy stores vandalized, much harder to fix than a plain painted wall.

Fremantle will not have its renaissance of business without sorting out its anti-social issues, sadly these issues go hand in hand with our current council, that fails in will to rectify these issues. They are the ones who encouraged graffiti, vagrancy and anti-social behaviour, all having a negative impact on retail and business in Fremantle.

Homelessness is a serious issue and our state and federal governments need to do a better job addressing these community issues. Its not our councils job to attract these issues to our city and leave retail, business and residents to deal with the repercussions.
